Military Commissions: Trials Could Begin Soon
Rules Still Deeply Flawed

The Bush Administration took one more step toward initiating military commissions when it designated six prisoners at Guantanamo Bay as “enemy combatants” on July 3. The Economist last week called these commissions, “wrong—illiberal, unjust and likely to be counter-productive for the war against terrorism.” LCHR believes the Department of Defense rules governing the commissions should be "revised or revoked."

Northern Ireland: Investigation into Murder of Human Rights Lawyer “Inadequate,” Court Says

U.K. police failed to effectively investigate allegations that the British Army and the police in Northern Ireland played a prominent role in the 1989 targeting and murder of a Belfast human rights lawyer, the European Court of Human Rights ruled recently. The ruling relates to the shooting death of Patrick Finucane, a lawyer who represented clients on both sides of the Northern Ireland conflict. No one has been successfully prosecuted in the case. Crackdown in Cuba

Harsh prison sentences, of up to 28 years, imposed this spring on human rights activists and other dissidents by the Cuban government were upheld by the Cuban Supreme Court recently. The dissidents, who appear to have been jailed solely for expressing their political views, are being held in substandard conditions - in small, dimly lit cells with poor ventilation. Medical treatment has also been denied to at least two critically ill dissidents. More»
