Refugees in Africa Despite being one of the poorest regions on earth, Africa has traditionally shown unparalleled generosity in hosting refugees both from within the continent and from outside. During the last century it has been both a refuge for Europeans fleeing the ravages of World War II and those caught in the struggle for post-colonial independence. Currently, Africa hosts approximately three million refugees fleeing war, persecution and massive human rights violations. Since 1992, the International Refugee Program has developed a sustained focus on Africa, producing the first comprehensive analysis of refugee law and policy on the continent in 1995. That study, African Exodus, formed the basis for a continued involvement on the continent.
